Man, these characters are just crawling out of the woodwork. I mean Dr. Wright? For those wondering, Dr. Wright is from one of the original SimCity games for the SNES, which you can find on the Virtual Console.
What he does is he summons a bunch of skyscrapers, and they shoot out of the ground, sending the opponents flying.
